I wrote my own micro webgl framework for personal needs. Its codebase is culmination of multiple custom WebGL projects I have done before that.

It supports features like

• Perspective & Ortho Camera
• Primitive geometry such as planes, cubes, spheres
• Custom materials using vertex shader & fragment shader snippet system similar to THREE.js
• Instancing using ANGLE_instanced_arrays WebGL extension where available
• VAOs using OES_vertex_array_object WebGL extension where available
• Mouse picking
